Yes, Payoneer can charge a fee for receiving money, and whether it does depends on how the payment arrives, which currency it is in and who sends it.

From another Payoneer balance: Money sent from another customer's Payoneer balance is generally free to receive.
From marketplaces: Payouts from platforms such as Upwork, Fiverr or Amazon are often free or built into the marketplace payout, although each platform's own rules can differ.
Via receiving accounts (ACH or bank transfer): Payments that come in by bank transfer or ACH in non-local currencies cost around 1% of the amount received.
By credit card: When a client pays by card, the fee can be as high as 3.99% plus $0.49 per transaction.
Via PayPal: Client payments made through PayPal can also cost up to 3.99% plus $0.49.
