Does PayPal need pan card

PayPal does not need a PAN card to create an account in India, but you need a linked and verified PAN before you can send money, receive money or withdraw funds.

Signing up only asks for an email address and basic details. Until PAN details are added and verified, the account stays restricted, so it cannot be used for real transactions.

  • Opening the account: Registration can be completed without PAN, but the account has significant limits until verification is done.
  • Sending and receiving money: Indian regulations and PayPal's KYC requirements call for a valid Permanent Account Number (PAN) for financial transactions, foreign exchange and bank transfers.
  • Freelancers and businesses: Receiving international client payments or freelance income requires a verified PAN linked to your Indian bank account.

If you are setting up a PayPal business account for Indian exporters, plan to have your PAN ready at the start, since payments from overseas clients cannot be received without it. People who do not yet have a PAN can still register, but the account will remain limited until the PAN is issued and linked.
