Does PayPal require pan card

PayPal does not require a PAN card to open an account in India, but PAN details must be linked and verified before you can send, receive or withdraw money.

Without PAN, a new account is heavily restricted, so most users in India will need to add it soon after signing up.

  • Account creation: Registration asks for an email address and basic personal details, and PAN is not requested at this first stage.
  • Sending and receiving money: Indian rules and PayPal's KYC requirements call for a valid Permanent Account Number before any payment, foreign exchange transaction or bank transfer is processed.
  • Business accounts: PAN details are required for business accounts, which matters for anyone reviewing PayPal business accounts for Indian exporters.
  • Freelancers and international clients: Receiving payments from overseas clients or freelance income requires a verified PAN linked to your Indian bank account.

If you do not have a PAN yet, you can still create the PayPal account, but plan to apply for PAN before you expect to transact, since funds cannot move or be withdrawn until it is verified.
