The exact percentage depends on how the payment is made and whether it crosses a border or involves a currency conversion.

  • Goods and services between individuals: PayPal generally takes 2.99%, often without a fixed fee, though this can differ by region.
  • QR code payments: The rate is 2.29% plus a fixed fee.

Cross-border payments cost more. For international commercial payments, PayPal adds a further percentage, which can push the total to about 4.4% or above depending on the region. Indian accounts receiving international payments, for example, face a flat 4.4% transaction fee.

Currency conversion is charged separately. When PayPal converts money from one currency to another, it applies a margin of roughly 3.0% to 4.0% above the base exchange rate, so the amount lost can be higher than the headline fee.
