Where is PayPal not available

PayPal is not available in countries such as Iran, North Korea, Syria, Afghanistan, Pakistan, Cuba and several others, mainly because of international sanctions, local laws or high financial risk.

Countries commonly listed as fully unsupported by PayPal include:

• Middle East and Central Asia: Iran, Syria, Iraq, Afghanistan and Pakistan.
• Africa: Libya, Zimbabwe, Sudan and South Sudan.
• Americas: Cuba and Venezuela.
• Other regions: North Korea and Turkey.

In Turkey's case, users discussing the exit say PayPal withdrew after the government required user data to be stored inside the country and asked for local branches, which PayPal decided not to open.

Some other countries have PayPal but with significant limits:

• India: Users can receive international payments, but domestic person-to-person transfers within India are not supported.
• Georgia: Accounts can send money abroad but cannot receive or withdraw funds.
• Russia: PayPal has suspended its services in the country.
