TL;DR - Summary

  • What is IGST refund and who can claim it? - An Integrated Goods and Services Tax (IGST) refund returns tax paid on eligible exports. Exporters using the tax-free route may instead claim eligible unused input tax credit under Goods and Services Tax (GST) rules.
  • What are the two routes to claim an IGST refund? - Eligible exporters can pay IGST and claim it back, or export under a Letter of Undertaking (LUT) or bond without paying IGST and claim eligible unused input tax credit (ITC).
  • How do you check your IGST refund status on ICEGATE? - Goods exporters can check validation status on the Indian Customs Electronic Gateway (ICEGATE) using the IGST Validation Enquiry service to review shipping bill validation results and identify errors.
  • How do you fix common delays that stall your IGST refund? - You can fix common IGST refund delays by correcting invoice or Goods and Services Tax Identification Number (GSTIN) mismatches, filing pending returns, resolving bank validation failures and providing the required supporting documents.

What Is IGST Refund and Who Can Claim It?

An Integrated Goods and Services Tax (IGST) refund allows eligible exporters to recover the IGST paid on qualifying export transactions. Exporters can claim a refund by meeting the applicable GST requirements for zero-rated supplies.

Under GST law, exports are classified as zero-rated supplies, allowing businesses to recover eligible taxes paid on exports rather than bearing them as a cost. This helps Indian exporters manage expenses and remain competitive in international markets.

The refund process depends on how the export is made. For example, an Indian manufacturer exporting goods after paying IGST can claim a refund through the prescribed customs process. Alternatively, exporters can supply goods or services under a Letter of Undertaking (LUT) without paying IGST upfront and claim eligible unutilized input tax credit refund, subject to applicable conditions.

What Are the Two Routes to Claim IGST Refund on Export?

Section 16(3) of the IGST Act, 2017 covers exports under LUT/Bond without payment of IGST. The payment-and-refund route is available under Section 16(4), subject to notified conditions. This involves exporting goods or services after paying IGST and claiming that tax back, or exporting under a Letter of Undertaking (LUT) or Bond without paying IGST and claiming a refund of eligible unutilized Input Tax Credit (ITC). The right route depends on the type of export, the available working capital and the applicable refund procedure. The payment-and-refund route excludes specified goods, including certain pan masala, tobacco products and mint oils. Neither route allows a refund for goods subject to export duty.

Route 1: Export with Payment of IGST (Customs Scroll Route)

Under this route, the exporter pays IGST on the export transaction and subsequently claims a refund of the tax paid. For eligible goods exports, the refund is processed through the customs system after the required details are matched across the shipping bill, GST returns and export records.

  • Pay IGST on the Export Invoice: The exporter pays the applicable IGST on the zero-rated supply and reports the export invoice details in the relevant GST returns.
  • File the Shipping Bill: For goods exports, the shipping bill serves as the deemed refund application. A separate Form GST RFD-01 is generally not required for this refund route.
  • Match the Export and GST Records: The customs system validates the shipping bill details against the information received from the GST system. Accurate invoice numbers, GSTINs, port codes and filed returns help prevent processing delays.
  • Receive the Refund: Once the validations are completed, the eligible refund is processed through the customs scroll mechanism for disbursement.

For exports of services, the process differs. An exporter claiming a refund of IGST paid on eligible services must generally apply through Form GST RFD-01 on the GST portal, provide the prescribed supporting details and submit the application using the applicable authentication method.

The shipping bill-based deemed application procedure applies to goods exports and not service exports.

This route may suit goods exporters who have sufficient working capital to pay IGST upfront and want to use the customs-based refund process. However, eligibility, documentation and successful validation determine whether and when the refund is issued.

Route 2: Export Under LUT/Bond Without Payment of IGST (RFD-01 Route)

Under this route, the exporter supplies goods or services without paying IGST upfront by furnishing a valid Letter of Undertaking (LUT) or Bond, as applicable. Instead of claiming a refund of IGST paid on the export, the exporter can claim a refund of eligible unutilized ITC accumulated on inputs and input services used for zero-rated supplies, subject to the applicable GST rules.

  • Furnish a LUT or Bond: The exporter completes the applicable LUT or Bond requirements before making exports without payment of IGST.
  • Export Without Paying IGST: The exporter issues the relevant export invoices without charging IGST on the zero-rated supply.
  • File Form GST RFD-01: The exporter submits a refund application on the GST portal, along with the required statements and supporting documents for the refund of unutilized ITC.
  • Calculate the Eligible Refund: The refund is determined using the prescribed formula under Rule 89(4) of the Central Goods and Services Tax (CGST) Rules, subject to the applicable restrictions and conditions.

Refund formula:

Refund Amount = (Turnover of Zero-Rated Supply of Goods + Turnover of Zero-Rated Supply of Services) × Net ITC ÷ Adjusted Total Turnover

Here:

  • Net ITC refers to eligible input tax credit availed on inputs and input services during the relevant period.
  • Adjusted Total Turnover is calculated under Rule 89(4), subject to the prescribed exclusions and adjustments.
  • For services exported without payment of tax, turnover is based on payments received during the claim period, plus services completed against earlier advances, less advances for services not yet completed. For goods, apply the export-valuation limits in Rule 89(4), rather than simply using the total invoice value.

This route is commonly relevant to service exporters, including software-as-a-service (SaaS) businesses, freelancers, consultants and agencies, that export services without paying IGST and accumulate eligible ITC on business inputs and input services. However, the refund amount depends on the eligible ITC available and the prescribed calculation, not simply on the value of the export invoice.

BasisRoute 1: Export with IGST PaymentRoute 2: Export Under LUT/Bond
Tax paymentIGST is paid on the eligible export supply upfront. No IGST is paid on the export supply.
Refund claimedRefund of IGST paid on the eligible export.Refund of eligible unutilized ITC on inputs and input services.
Key form or documentShipping bill serves as the deemed refund application for eligible goods exports; Form GST RFD-01 is generally used for service exports.LUT or Bond for export without payment of IGST, followed by Form GST RFD-01 for the ITC refund.
Processing routeEligible goods refunds are processed through the customs system after the prescribed validations. The refund application is filed on the GST portal and processed under the applicable refund rules.
Working capitalRequires funds to pay IGST upfront until the refund is received.Avoids upfront IGST payment on exports, although eligible ITC may remain tied up until refunded.
SuitabilityMay suit goods exporters with sufficient working capital and eligible exports under the customs refund process.May suit goods and service exporters that prefer exporting without payment of IGST and meet the conditions for an ITC refund.

⚠️ COMMON MISCONCEPTION

A shipping bill does not serve as the deemed refund application for every type of export. This facility applies to eligible goods exports made on payment of IGST. Exporters of services claiming a refund of IGST paid generally need to file Form GST RFD-01, while exporters using the LUT/Bond route apply for a refund of eligible unutilized ITC through the GST portal.

What Documents Do You Need for an IGST Refund Claim?

The documents required for an IGST refund depend on whether you export goods or services and whether you pay IGST upfront or export under a Letter of Undertaking (LUT) or Bond without paying tax.

Documents Required for Export of Goods

Exporters claiming an IGST refund on goods should maintain the following documents, as applicable to their export and refund route:

  • Importer Exporter Code (IEC): The IEC issued by the Directorate General of Foreign Trade (DGFT) is generally required for commercial goods exports, subject to applicable exemptions.
  • LUT or Bond: Keep a valid Letter of Undertaking or Bond if you export without paying IGST. This is not required for the route where you pay IGST on exports.
  • Purchase Orders or Sales Contracts: These establish the terms of the transaction, including the goods supplied, quantities, prices and overseas buyer details.
  • Tax Invoice: The invoice should contain the prescribed particulars, including the exporter's details, recipient information, Harmonized System of Nomenclature (HSN) code, taxable value and applicable IGST amount. It should also carry the relevant export endorsement.
  • Shipping Bill or Bill of Export: This records the export transaction with Customs. For eligible goods exports made on payment of IGST, the shipping bill serves as the deemed refund application, subject to the prescribed conditions.
  • Export General Manifest (EGM): The EGM confirms the export movement to Customs and is an important requirement for processing an IGST refund on goods.
  • Bank Realisation Certificate (BRC): Where applicable, this provides evidence of export proceeds realized through banking channels. Keep the relevant payment and realisation records available to support the transaction.

Documents Required for Export of Services

Service exporters need to maintain documents that establish the nature of the service, the overseas recipient, the consideration charged and the receipt of export proceeds, where applicable.

  • LUT or Bond: Maintain a valid LUT or Bond if you export services without paying IGST and intend to claim a refund of eligible unutilized ITC.
  • Service Agreement or Contract: This establishes the services to be provided, the foreign client's details, payment terms and contractual obligations.
  • Tax Invoice: The invoice should contain the prescribed particulars, including the recipient's details, description of services, applicable Service Accounting Code (SAC), taxable value and relevant export endorsement.
  • Foreign Inward Remittance Certificate (FIRC) or BRC: Maintain applicable evidence of foreign exchange realization or receipt of payment. The relevant BRC or FIRC details are required for service-export refund applications where prescribed. The applicable requirements depend on the refund route and circumstances.
  • Filed GSTR-1 and GSTR-3B Returns: Ensure export invoices are correctly reported in GSTR-1 and the relevant tax liability and input tax credit are accurately reflected in GSTR-3B, as applicable.

Documents Required When Filing Form GST RFD-01

Form GST RFD-01 is used for refund applications covered by the applicable GST refund procedures, including refunds of unutilized ITC on exports made under LUT or Bond and refunds of IGST paid on eligible exports of services. The supporting documents and statements depend on the category of refund being claimed.

  • Export Invoices and Supporting Records: Provide the relevant invoice details and shipping bill information for goods exports, or invoice and BRC/FIRC details for service exports, as applicable to the refund category.
  • Statement 3 and Statement 3A: For refunds of accumulated ITC on zero-rated supplies made without payment of tax, the prescribed statements contain the relevant export turnover and refund calculation details. The exact information required depends on the export type.
  • Annexure B or Other ITC Supporting Records: Maintain purchase invoices and supporting records for eligible input tax credit. The applicable refund application and supporting statement requirements should be followed rather than assuming that every claim requires the same annexure.
  • Chartered Accountant or Cost Accountant certificate: The Annexure 2 certificate under Rule 89(2)(m) is not required for refunds of tax paid on exports or eligible unused ITC, even when the claim exceeds ₹2 lakh. Separate certificates may still be required for special claims, such as additional IGST refunds following an upward revision of exported-goods prices.
  • Invoice and Return Reconciliation: Reconcile export invoices with GSTR-1, GSTR-3B, the relevant ITC records and supporting documents before filing. Resolve discrepancies that could affect refund eligibility or processing.

Returns and Compliance Requirements Before Applying

Before submitting an IGST refund application, verify that the relevant GST returns have been filed and the supporting records are consistent with the claim. File Form GST RFD-01 within two years of the relevant date under Section 54, which varies by refund category. For service exports, this is generally the payment-receipt date if the service was completed before payment, or the invoice date if payment was received before invoicing.

  • File Pending GST Returns: Complete the applicable GSTR-1 and GSTR-3B filings before applying, where required for the refund route. For goods exports under the customs-based refund process, the relevant GST return and shipping bill details must meet the prescribed validation requirements.
  • Upload the Correct Export Statements: For service exports where IGST has been paid, use the applicable service-export refund application and prescribed invoice statement, including Statement 2 where required. Deemed-export claims follow their own prescribed documentation requirements.
  • Check Invoice Details Before Submission: Verify invoice numbers, dates, values, recipient details and export references against the relevant records. Errors or mismatches can delay processing or require corrections.
  • Retain Supporting Evidence: Keep contracts, invoices, payment records, shipping documents and ITC evidence available in case the tax authorities request clarification or additional documentation.

How Do You Check Your IGST Refund Status on ICEGATE?

You can check your IGST refund status on the official ICEGATE portal by logging in with your registered credentials and accessing the IGST Validation Enquiry service. This lets you view validation results and error codes against your shipping bills. You can also check whether a refund scroll has been generated and track its progress toward disbursement.

Step-by-Step: Checking Your IGST Refund Status on ICEGATE

Follow these steps to check the validation status of your export shipments:

  1. Open the ICEGATE Portal: Visit the official website and log in using your registered ICEGATE credentials.
  2. Navigate to IGST Validation Enquiry: From your dashboard, go to Services > Enquiries > ICEGATE Enquiry Service > IGST Validation Enquiry.
  3. Enter Your Export Details: Select the relevant return month and year, enter your GSTIN, and choose the appropriate customs port or location from the dropdown menu.
  4. Submit Your Search: Click Search to retrieve the IGST validation results for your shipping bills.
  5. Review the Response Codes: Check the status or error code displayed against each shipping bill. If a validation has failed, identify the error and take the corrective action required.

To check whether your refund scroll has been generated:

  1. Log in to ICEGATE and open the enquiry services.
  2. Navigate to Services → Enquiries → ICEGATE Enquiry Service → IGST Scroll Sanctioned Status.
  3. Review the available scroll and shipping bill details to check the refund's progress.

A successful validation does not necessarily mean the refund has reached your bank account. Once the shipping bill invoices pass validation, the refund scroll must be generated and approved before the payment is sent to the Public Financial Management System (PFMS) for disbursement.

What Do IGST Refund Status Codes Mean?

ICEGATE uses response codes to identify validation results and explain why a shipping bill may not be eligible for refund processing.

Status codeWhat it meansAction required
SB000The shipping bill has been successfully validated. This does not, by itself, confirm that the refund has been credited.Check the IGST scroll status to determine whether the refund has been sanctioned and sent for disbursement.
SB001The shipping bill details do not match the information transmitted from the GST system, such as the shipping bill number, date or port code.Verify the shipping bill details and correct the corresponding invoice information in the GST system, where necessary. Contact the GST helpdesk if you need assistance with amendments.
SB002The Export General Manifest (EGM) has not been filed.Contact your shipping line, airline or carrier and request that the EGM be filed.
SB003The GSTIN in the GST records does not match the GSTIN recorded against the shipping bill.Check the GSTIN in the shipping bill and GST returns. Arrange for the relevant record to be corrected through the appropriate process.
SB004The shipping bill and invoice record has already been received and validated.Check the previous validation result. If the refund remains unresolved despite successful validation, follow up with ICEGATE or the relevant customs port.
SB005The invoice number is invalid or does not match the required details.Compare the invoice number in the shipping bill with the corresponding details in GSTR-1 and correct discrepancies through the applicable process.
SB006The gateway EGM is unavailable.Contact the relevant carrier or customs authorities to check the EGM status and resolve the missing information.

What If Your IGST Refund Is Approved but Not Credited?

If the refund has passed validation but has not reached your bank account, check the scroll and payment status before assuming that the claim has failed.

  • Scroll Not Generated: Check whether all invoices have passed validation and whether the required export records, including the EGM, are available.
  • Scroll Generated but Payment Pending: Review the refund details available in your ICEGATE account and check whether the payment has progressed through the relevant disbursement stages.
  • Bank Account Validation Issue: Verify the refund or incentive bank account details registered on ICEGATE. If the details are incorrect, update them through the prescribed process.
  • Unresolved Delay: Contact the ICEGATE helpdesk or the customs authorities at the relevant gateway port, providing the shipping bill number and available error or payment details.

You can contact the ICEGATE helpdesk on 1800-3010-1000 or email icegatehelpdesk@icegate.gov.in for assistance with unresolved technical or refund-status issues.
