What is the S1403 purpose code?
Purpose code S1403 is used when an Indian business sends money abroad to pay interest on a loan taken from a non-resident lender. This covers interest payments on eligible external commercial borrowings, supplier or buyer's credit, trade credits and other short, medium or long term foreign currency loans raised from abroad. It applies only to the interest component of the borrowing, not to repayment of the principal amount, which is reported under other capital account purpose codes. Under RBI FEMA guidelines, this outward payment is classified under Primary Income and reported accordingly.
When to use S1403 purpose code?
Use S1403 when you are paying periodic or scheduled interest to an overseas bank, financial institution or other non-resident lender on an external commercial borrowing, trade credit or similar foreign loan. It is the correct RBI purpose code for cross-border interest payouts on these borrowings, whether your business is a private limited company, LLP or other eligible entity. S1403 covers only the income element on the loan, not the underlying capital transaction.
When to use a different code:
- Use the adjacent capital account loan purpose code when the payment relates to disbursement or repayment of the loan principal
- Use the relevant fee or commission service code when the payment is for arrangement fees, commitment charges or guarantee commissions
- Use the matching P code when you are receiving money rather than paying
Who typically uses S1403 purpose code?
Indian companies, LLPs and other eligible business entities that have raised external commercial borrowings, trade credits or other foreign currency loans from non-resident lenders. It applies whenever these borrowers remit interest abroad under an approved borrowing structure and the lender is located outside India.
Examples of transactions covered
- Payment of quarterly interest to an overseas bank on a sanctioned external commercial borrowing
- Remittance of interest due to a foreign supplier under a trade credit facility for imported machinery
- Semi-annual interest payout to an offshore financial institution on a medium term foreign currency loan
- Monthly interest remittance to a non-resident group treasury company on an approved intercompany loan
When NOT to use S1403 purpose code
- The payment is for disbursement or repayment of foreign loan principal rather than interest (use the relevant capital account loan code)
- The payment is for loan arrangement fees, commitment charges or guarantee commission instead of interest (use the appropriate service fee code)
- The payment is for goods or services imported under a standard credit period without a separate interest component (use the relevant import of goods or services code)
- You are receiving money rather than paying (use the matching P code)
Documents required
To send a payment under S1403, keep the following documents ready so your authorised dealer bank can verify the transaction and report it correctly under FEMA.
| Document | Purpose |
|---|---|
| Form A2 with PAN | Standard RBI declaration form for outward remittances, with your PAN and purpose code S1403 clearly stated. |
| Loan agreement and approval documents | Executed foreign loan or ECB agreement, along with RBI or authorised dealer approval letters or acknowledgements for the borrowing. |
| Interest calculation and lender statement | Interest computation sheet or statement from the non-resident lender showing the period, rate, principal outstanding and interest amount due. |
| Form 145 under Rule 220 | Income tax undertaking for foreign remittances, confirming taxability and TDS position for the interest payment, with Form 146 from your CA where required. |
How is a S1403 Purpose Code declared?
Declaring the code is pretty straightforward. Here's how the payment gets tagged and reported.
- Receive the interest demand: Your non-resident lender shares an interest notice or statement showing the due amount, period and loan details.
- Complete required borrowing filings: Ensure the underlying foreign loan is correctly reported and compliant under the applicable ECB or trade credit regulations and any required RBI reporting.
- File Form 145: Submit the declaration before remitting, with Form 146 from your CA where the taxable amount exceeds ₹5 lakh in the Tax Year.
- Complete Form A2: State the purpose of the outward remittance as S1403 and submit the supporting documents to your bank.
- Get your MT103: Once the payment is sent, request the SWIFT MT103 as proof and retain your Form A2 record.

Common mistakes to avoid
A few common slips can hold up your payment or cause compliance issues. Here's what to watch for.
- Confusing interest with principal: Tagging a foreign loan principal repayment or disbursement under S1403 when it applies only to the interest component.
- Code and invoice mismatch: The code not matching what your lender statement or loan documents describe, which flags the payment.
- Assuming a Rule 220(3) exemption: Skipping Form 145 on a payment that is not on the specified list, which carries a ₹1,00,000 penalty per instance.
- Incomplete documents: Missing loan agreement, interest calculation, lender statement or Form A2, so the bank holds the remittance until provided.
- Missing PAN or KYC: Incomplete verification stops the bank from releasing the payment.
- Using an outward code for an inward receipt: Applying a payment code to money coming in instead of the matching P code.
